Does this happen in an Office application?
Check if this helps:

840872 - You may not be able to paste an item in an Office 2003
program after you connect to a Windows Server 2003-based server that
is running Terminal Server

No, it happen in 3rd party program. In our firm we have 3 Windows Servers
2003 that are running Terminal Server. All of them have SP1 and the same
problem.

Do you mean that this problem started after installation of SP1?
Did it work before?

Since this happens in a 3th party application, I would contact the
application vendor.

You can also check this list of applications that passed / didn't
pass the application compatibility tests for SP1:

896367 - Windows Server 2003 Service Pack 1 application
compatibility
