Clients keep eating licences

I use NT2000 Server SP3 as our terminal server. It has worked great for
about two years but about two months ago, I had a problem with one of those
WBT devices kept eating licenses and one machine was showing up in license
manager with a name of "unknown". I applied Q825027 and called the clearing
house and they gave me a new five license pack to fix the old five. Sure
enough, after a few days, one of the WBT devices is shown up with multiple
licenses. A few days ago, one of the machines running XP Home version
grabbed a license, a few days later the same machine grabbed another
license.

To summarize
1. One WBT machine has eaten two licenses.
2. One XP Home machine has eaten two licenses.
3. One machine called "unknown" has eaten a license and will not give it
back. It shows that it got it in January and will expire on November 9.

Do anyone have any idea how to stop this?

Can you ask the manufacturer of the WBT if there's an update to its PROM?

Tried that but there is none available. Also, note that it also happens with
a machine running XP Home.
