Client Rules don't work offline. Anybody here?

A mystery:
The following problem seems to me extremely basic. However, neither me nor
anybody else that posted it has ever got an answer, even of the sort of "..a
well-known bug; MS are checking...". The only reactions are from people that
are sharing the misery...
After the long introduction, here (again) is the problem:
Outlook 2003 Client rules do not to seem to work in any mode other than
online. This happened to us with exchange 5.5 and later with Exchange 2003.
Recreation of the rules did not solved the problem. The same rules worked
perfectly with Outlook 2002.
An example for such a rule: Upon sending, if a certain category was
assigned, place a copy in folder xxx.
Does anybody has any knowledge about this issue?
