The issue you are facing might be caused by any of these two ways.
>By upgrading from outlook 2003 to outlook 2007.
>By importing the rules
>corrupted profile.
Please create a new rule and check if it works.
If the new rule works , recreate the non-respondent rule
Create a new profile
>start>control panel>add/remove programs>mail>show profiles>add
>configure an e-mail account.
>import the outlook data
>File>Import and export>Import from another program or file>personl folder file>browse to the location>choose donot import duplicates>next and finish.
Hope this will resolve the issue.
