when any client trys to initiate a terminal server
session the server reboots with a stop error (unexpected
kernel mode trap). i have tried un installing and then
reinstalling terminal services to no avail. the server
is fully up to date with service packs and patches. any
ideas on how to solve this?

Have a look at the MSDN Bug Check Codes for STOP error 0x7F
UNEXPECTED_KERNEL_MODE_TRAP, which has a lot of troubleshooting tips
for this error.
I would start with running the hardware diagnostics programs that
came with your server.
