ClickOnce app won't launch through IE, works if manifest saved

Bit off-topic, but something's preventing me from installing *any* ClickOnce
app via the browser (think: apps signed by vendors like Microsoft eg
PerformancePoint), unless I download the .application manifest file to my HD
first, then execute it.

Basically when I click the install link I see the manifest get downloaded
(watching the HTTP traffic) but then nothing happens.

I don't think the file association can be broken, since I can launch the
..application once downloaded by double clicking. So what can the problem be?

I have a roaming profile, and the way the domain is implemented My Documents
is directed to a network share (with offline files support). But as far as I
can tell that doesn't affect Local Settings or Application Data, so I'm not
sure if that's relevant or not. There's also all kinds of GP restrictions
implemented. That being said, I am local admin on this machine.

How can I diagnose the problem further?
