Clicking on Link within e-mail results in access denied message

My Mother-In-Law is having a problem opening links sent
to her within E-mails with Outlook. When she clicks on
them, it yields an error message that tells her to
contact the system administrator, that her access is
denied. This is a home PC with a new installation of
Windows XP. Does anyone know what steps she can take to
fix this? Thanks!
