There's a new security feature - do do with ActiveX component, Flash, java
applets etc - the "Click to activate" is a new security feature in Internet
Explorer so the user gets a choice to activate/run the component or not.
There's another issue, if you mean the yellow bar that comes across the top
of the page - this happens if you're viewing a page with javascript and the
page is being viewed locally, not from an http: address.
(eg if you "preview in browser" from your C: drive rather than the published
site).
