A person in our office using OL2003 just had the behavior of their email
change since yesterday. When she clicks on any hyperlink in an email,
instead of opening IE to that page on the net, it opens a file/open dialog.
If we copy and paste the same link into the IE address bar, it works
perfectly.

Anyone have any experience with this? Could this be a virus?

On some of the hyperlinks, but not all, the tool tip precedes the hyperlink
with "blocked:".

blocked has nothing to do with it - that just keeps the link from working at
all. (it;'s a security feature on links that are pasted into a message)

did you reset web settings in IE's tools, options?
