CLICKING ON THE DESKTOP

I am running XP Media Center. If I'm working in an active window -- in this
case I was in Internet Explorer - - I left-clicked on the desktop outside the
window and it did not make the desktop active and minimize the IE window.
Does this work differently on XP than it did in 98 2E?
