Clicking desktop icon in system tray does not alway display desktop

Hello --

Clicking the desktop icon in the system tray sometimes flashes the desktop
and then displays one of the running programs, instead of minimizing all
programs and displaying the desktop.

Clicking the icon again minimizes the remaining program.

IBM T20 laptop
RAM is 384K
Video driver is current.
a.. Adapter: S3 Savage/IX
a.. Chip Type: S3 SDAC
a.. BIOS: 4.02.50.64

Does anyone know what might be causing this?
