CLicking Add/Remove Launches Notepad with Error

When I click "Add/Remove Programs" in the Control Panel,
Notepad starts and pops the error message "The filename,
directory name, or volume label syntax is incorrect.".
That's it. Weird, huh? Any ideas? I checked all the other
items in the Control Panel, they all behave as expected.

What happen when you type rundll32.exe shell32.dll,Control_RunDLL appwiz.cpl

I get the exact same behavior, Notepad with the identical
error.
