Click twice to shutdown?

I have to click "shutdown" or "restart" twice for it to perform the action. When i first click "shutdown" or "restart" it does nothing except for make a bit of a noise in the harddrive even if i leave it and wait for it to shutdown or restart? Can anyone tell me how to resolve this because i used to click shutdown or restart once and it would perform the action right away.

forget to backup before the CRASH.Better get a new drive
from bestbuy,copy your drive to it,save it waiting 4 the
CRASH,or change it now while you still can.

before shutdown?You may have a non responding
program,thats eating memory needed to close other
programs down.

Are your sure a new hard drive is nessesary. Isn`t there a way to fix this problem. Everything else runs fine on my pc except the problem when wanting to shutdown or restart the computer. Don`t get me wrong it does shutdown and restart i just need to click the "shutdown" or "restart" button twice for it to do so

Yes all program are always closed when i want to shutdown or restart the computer.
