When I click on Tools > Server > Administration home nothing happ.

I have also tried Tools > Server > Permissions and same thing, nothing
happens. I have a sneaky suspicion that its due to some change in IE
security in XP SP2 that is preventing Front Page from opening a standalone IE
window to display the Admin page.
Anyone know what setting in IE I change so that it will allow this ?

You're connected to the "live" server based web when you're doing this

Not sure what the Live server based web is, but what used to happen when I
clicked on Tools > Server > Administration, is it would open an external IE
window and the site configuration page would load. I could then add users,
delete users etc.
Now nothing happens when I click on it. I called my ISP (Earthlink) and
the tech there was able to open up his front page and connect to it just fine.
He says that FP2003 is probably the culprit since they have had problems
with it, but I dont buy it. It seems more likely to me that something in the
security settings in Windows XP SP2 (which i recently just loaded) is blocked
this IE window from opening.

so this behavior is present when you're connected to the web;
http://example.com/ or when you've got your "local" folder open?

You might want to go to internet explorer hit tools/ internet options/
security and set it to the lowest possible level to test your suspicions.
