When clicking on shortcuts I'd like to have them open on screen instead of
just existing in the taskbar and having to click them again to have them
open.

Right-click on the shortcut and select Properties.
On the Shortcut tab look for the 'Run' dropdown box.
Select: Normal window.

A lot of the properties applets dont have "shortcut" tabs. They are web site
shortcuts that I have plastered all over the desktop.
Is there any solutiion for those?

Found a version of TweakUI that does the job. I think it's and older one.
1.33?

HOw do you tell which version it is? I downloaded 4 different versions and
then installed the smallest one. I didn't keep track of which one I
downloaded from where.
