When I click on reply in an email nothing happens!

I have a situation where when one of my users opens a new email and she
clicks on the reply icon nothing happens. She says that in order for her to
reply to the email she has to close the new email message that she wants to
reply to and then open it again and then reply to it. We are using Outlook
2003 Small Business Edition.
