When click on New Window it shows a Blank Page

's Computer Specifications

What can I do. I reinstalled it and same thing again.. nothing when I
click on New Browser.. it is an empty page. Now when I click on the
Desktop IE icon it shows.. Please locate "itnetxplorer.exe". What
happened ?

IE icon or shortcut files?

Open IE [Tools] [Internet Options] [Programs] [Reset Web Settings].
