If I restart my computer, I can open Outlook 2003 once. Once it has been
opened then closed, it will no longer open. I click on the icon, but all I
get is an hour glass next to my cursor for 4-5 seconds. I have to restart my
computer everytime I want to check my email!

See if you can run Outlook in Safe mode ( outlook.exe /safe) and disable all
add-ins. Add them back one by one to determine the cause.
If that fails, try with a new profile via the Mail icon in Control Panel.
