I have unchecked the option to open last web
automatically when frontpage 2002 opens, however even
after a cold boot, everytime I go to "open web", the last
web I used opens. Is there a way to clear this?

Try running dectect and repair from the help menu. Then
uncheck open last web. Close FrontPage using the File Exit
command (not the x). Wait a few seconds then reopen
FrontPage.

In FP use File Close Web/Site and (set the option again in Tools Options), then Exit FP
