Clear the header to remove encryption?

Hello,

I recently came across a situation where an Excel workbook would not
compress (using Winrar) properly (it's size did go down, but only
slightly). My co-worker said it was probably because the file came
from an encrypted folder and so he "cleared the header."

What exactly might he have done?

What is a header?

Hello,

Right-click the containing folder > Properties > Advanced > UNCHECK the two
boxes at the bottom > OK > OK

The folder I had the workbook in was neither compressed nor encrypted.
The workbook I recieved was was emailed to me and apparently the
sender had it stored in an encrypted folder. My collegue made it sound
as if the file "remembered" its encryption (although neither of those
boxes was checked for the file) and so he needed to "clear the header."
