Clear Flag doesn't seem to affect grouping

I'm trying to separate my inbox by items that are flagged vs. items that
aren't flagged. When I use the "Group By" field it creates the appropriate
groupings. However, when I clear the flag off of an email, it doesn't return
it to the "No Flag" category, it creates another "No Flag" category. Is there
a way to return these emails so they group with the other non-flagged items,
or once an email is "tainted" with a flag will it always be different? Thanks.

Pressing the flag icon again turns the flagged status to completed. Right
click the flag and choose Clear Flag instead.

I changed the group field from "Follow up flag" to "Flag Status" and that
seems to solve the problem. Still is weird that the "Follow up flag" field
can't be cleared (even by right clicking and selecting Clear Flag.).
