How do you clear the To:, so that it doesn't autocomplete the email
addresss?

When the address pops-up, use your arrow keys to select it and press DELETE.

You can delete ALL the auto populated addresses by deleting the .NK2 file
found under

C:\Documents and Settings\<username>\Application Data\Microsoft\Outlook

If you just want to delete one off type addresses, then Roady is right on.

Note that deleting the nk2-file could leave you with a corrupt mail profile
since the file is part of the mail profile.
