Windows XP has stopped using the \Windows\Temp folder as the default
and instead uses \Documents and Settings\<user name>\Local
Settings\Temp. Anything that is still going into \Windows\Temp is
being created by an application program that has been hard-coded to
use that folder instead of complying with the operating system
standards.
Are you by chance running (or rather are you infested with) an older
version of Norton Antivirus? I seem to recall that this behavior is
one of the myriad of misdeeds that Norton crapware can cause.
