Clean Up and Internet Explorer will not open

I am currently running XP Professional. When I attempt to open System Clean
Up, it will not open. Internet Explorer (including the new Beta 7.0) will
rarely open and will not connect to the Internet. However, Firefox and other
programs will. Are there any suggestions?
