Clean Install Copy Problem

I'm trying to do a clean install of win200 pro. After formatting the
c: partition, the installation is copying the installation files into
the install folder, my system locks up while copying TSBVCAP.SYS. Any
ideas why this is happening? Any help is appreciated.
