Clean Boot with XP Home

I am attempting to perform a clean boot to reinstall some
CD recording software. The Microsoft Knowledge Base
article Q310353 says to start the process
enter "msconfig" in the RUN box. When I do so, a message
appears saying "Windows cannot find msconfig." ...what do
I need to do to get to a clean boot? Appreciate your help.
