Citrix Servers consuming Permanent TS Cals

I've looked around the groups and haven't found quite the answer I'm
looking for and am still less experienced with TS licensing so bear
with me.

We have 6 Metaframe XPe servers (working on upgrading I know!) and 140
thin clients in the organization.

Our one DC has TS licensing running and all 140 permanent licenses are
active and working.

However we recently had some clients that past their expiration date
and were not powered on during the week they'd renew the license. Now
the 140 licenses are all used up and they are getting temporary
licenses... not a problem for now but after 90 days *poof*

Looking in the TS GUI we're seeing that the Citrix servers have claimed
a total of 31 of the permanent licenses!!

Can someone tell me why and how I can stop the servers from doing this?
We have a site of 20 terminals to roll out this month and need those
licenses in order to complete this.
