My computer runs very slow at times. When this happens, I can go to Windows
Task Manager (cntl/alt/del) and the task cisvc is taking 99% of the cpu time. If I
select cisvc and hit end process, cisvc goes away and everything returns to
normal. Why is this happening, how do I fix it, and what are the ramifications?

This is probably caused by the Indexing Service.

CPU usage in the Indexing Service increases to 100 percent in Windows XP
and in Windows Server 2003
http://support.microsoft.com/kb/833228

I would recommend that you simply disable the Indexing Service, this
service is a real performance hog!

Some malware camouflages as cisvc.exe, if the Indexing Service is
already disabled run AV & Malware scans on your machine.

How do I disable the Indexing Service?

I have Norton Internet Security installed and it finds no error on a full system
scan.

In the Services Management Console.

In the Start menu Run box enter: services.msc

Find the Indexing Service and double click on it. If the service is
running stop it then change the "Startup Type".
