We run Citrix nFuse for remote / home access to published
applications. Our TS licencing server is a 2003 member
with user based cals installed.
When a home user initially connected before cals where
added a temporary licence was issued, however these
licences have now expired and the 98/me connections are
not being served one of the installed user cals.
I have used the workaround for clearing the licence info
from the 98/me regisry to force a new temp licence. I do
not want to carry this out every 09 days. Question: how do
I get the licence server to issue cals to me/98 units on
connection ?

Is the Terminal Server (not the Licensing Server!) set to use "Per
User" licensing? The default is "Per Device".
You can check this from Administrative Tools - Terminal Services
Configuration - Server Settings
If it's set to Per Device mode, it will look for a Device TS CAL
and will not issue your Per User TS CALs.

Check this article, it explains that even after you have
switched licensing mode on the TS, your Per User TS CAL count will
not be decremented:

Having read the article it indicates that Win2000 only
operates at device cal level, Win2003 now operates at
device or user level.
The Citrix server that is requesting the licence in on a
win200 o/s, the licence server is Win2003.
If I read this correctly because the requesting server is
Win2000 the licence server will only offer device cals if
available, temporary cal if none available. Therefore I
need device cals not user cals on the licence server for
the Win2000 unit.
Can you clarify that this is the case... before I commit
to another licence purchase.

I have applied Win2003 device cals to our LS and this is
now presenting permanent cals to our win98/me units
connecting remotely.
