circle, square & triangle where picture should be

When I recieve certain emails, instead of a picture I get a box with a smaill
Circle square and trangle.
Using Outlook 2003. Anyone know why this is happening. All the download
pictures have been ticked/unticked to allow pictures to be downloaded onto my
computer. It's as though it knows there is a picture bu there is no source.
