Cipher Strength: 64bit, why not 128bit

Hi there

I am urgently looking for the answer on why my cipher
strenght under "help" "about Internet Explorer" is
showing 64bit if it should shou 128, I cannot get into
secure sites and already updated to ie6, still the
same,,, please help

Cipher Strength Appears as 0-Bit in Internet Explorer
When you click About Internet Explorer on the Help menu, the cipher strength
entry may be "0-Bit" and you may be unable to connect to secure Web sites.

How To Restore 128 bit:
Virtual presentation : 0-bit Cipher Strength Encryption in Internet Explorer
4.x, 5.x, 6.0 for Windows 95/98 / Rename corrupt files and reinstall 128-bit
encryption pack or install IE 4.x, 5.x, 6.0 SP1

Encryption Pack Installation May Not Work If User GUID Is Too Long
After you install the Windows 2000 High Encryption Pack and it appears to
succeed, any program that relies on 128-bit security (such as Microsoft
Internet Explorer) may still report 56-bit security in use rather than
128-bit after you reboot the computer.

Problems with 128-Bit Encryption Pack After Uninstalling Service Pack 1
If you uninstall Windows 2000 Service Pack 1 (SP1) from a computer that has
