Got it, Deb.
Please provide make and model of whatever connects the host to the internet, and
describe how you are connecting the host and client.
Does the host connect to the DSL modem thru an Ethernet cable? If so, your best
bet would be for you to get a NAT router and connect both computers as peers to
the internet. That is absolutely the best solution.
Here are a few websites with useful tutorials:

http://www.homenethelp.com/
http://www.practicallynetworked.com/
http://www.wown.com/
Is this the configuration that you had when internet service, and file sharing,
worked for both computers? The ip address 168.192.1.1 on Sparky looks very
dodgy.
Please define exactly what works and doesn't work. Does internet service work
on Sparky?
Please look at the list of items under Local Area Connection Properties, on both
computers. You only need the following items in the list:
Client for Microsoft Networks
File and Printer Sharing For Microsoft Networks
QoS Packet Scheduler (optional)
Internet Protocol (TCP/IP)
If you want to connect the host directly to the DSL modem, and the client to the
host, then you need to setup ICS on the host. You run the wizard on both,
selecting "This computer connects directly to the internet" and "This computer
provides internet service to other computers" on the host, and "This computer
connects to the internet thru another computer" on the client. Then, assuming
that the host and client are physically connected, the client should get its
settings from the host.
But please consider getting a NAT router. It will save both of us a lot of
trouble.
