chkdsk USB storage devices on boot/restart

Do USB storage devices need to be disconnected before shutting down?
Just about every time I start/re-start without stopping the USB storage
devices Win2KPro runs chkdsk on one or more USB storage devices and
finds no problems.

Please advise.

I've seen this too only with Windows 2000 Pro. Although after installing
the unregistered version of Hard Drive Sentinel, there is a setting
(Advanced Options) to disable CHKDSK from checking on bootup and no more
problems.
