Chkdsk running on every reboot

I have an external USB drive attached. Everytime I reboot it appears
that chkdsk /r is running on this drive. It gets to the point when it
is checking free space and seems to hangs. Although the drive access
light continues to flash slowing, the chkdsk program indicator stays
stuck at 0% and has stayed there for more than 18 hours.

Is there a way to disable this chkdsk function?

If there is not anything important in the USB external drive or if
the files on it can be re-copied from their original sources, then
re-partition and re-format it. This would mark around any defective
clusters. (It might also be a good idea to run hard drive diagnostic
tests). The Windows XP Disk Management applet can be used.
