sudden power failures
can result in crashing
the file system, depending
on what you are doing at
the time.
you can run chkdsk
via your windows cd:
http://support.microsoft.com/kb/307654
if the checkdisk doesn't work
then what likely happened with
the power failure is that the
registry crashed so you may have
to initiate a "repair installation"
with your windows cd:

incidentally, if you had a
UPS battery backup, windows
would have had emergency
power permitting the operating
system to safely power down
and preserve the system and file
when the electricity went offline.
