Never!
Unless you have a problem that you need CHKDSK to cure. This is NOT a
routine maintenance task, but a disaster recovery tool. Not that it is
likely to hurt anything, but it falls clearly into the "If it ain't broke,
don't fix it!" domain.
I run Disk Cleanup probably less than twice a year. And I create a lot more
than one file a day.
