does w2k have the ability to detect temperature at the chipset (not the
cpu, but the supporting chipset, where the smaller secondary fan resides)
.... ? if so, and the temp gets too high, will windows shut-down the
machine ?

That would be a software feature supplied by the motherboard
manufacturer or a 3rd party utility. Also the hardware (motherboard)
needs to have a thermister at the monitoring location. Windows would
have to be notified by the software that you install to force the
shutdown. In the meantime replace the fan with a quality aftermarket fan.

that would not be a function of the operating system
you need to
consult your motherboard manual

my chipset fan died, I just hacksawed a piece of an old cpu heatsink I had
laying around and superglued it on. Works fine.

Try Motherboard Monitor ... it's free for download.

You might want to get a fan which reports its RPM (rotations per minute) to
the mainboard, if your mainboard supports it. Doesn't cost that much more
than a regular fan.
