That's not going to be easy to fix.

The profile must be kept low, if you expect to use all the
expansion slots.
The fan itself, looks like it doesn't have a framework around it.
You'd have to remove the aluminum top, to get at the fan. You'd
have to examine the base of the fan (hub), to see what shape it
has and how it fits.
In your favor, at least the two white pushpins look to be in
a standard orientation. If you replace the whole cooler with
something, you need to check the center-to-center spacing on
the two pins, when selecting a substitute cooler.
I expect it is a 12V fan, as it looks like it might be going
to a standard motherboard header. You might probe with a voltmeter
and double-check that the red and black are 12V and GND.
Some motherboard companies, sell replacement parts. For example,
this store handles North America, for Asus motherboards.

A device like this, may work without adding any fan to it,
or a regular case cooling fan of some sort can be used. Coolers like
this may be rotated two ways, such that the fins don't get in the
way.

I have seen bare fans for sale, but I don't generally keep
bookmarks for such things. The sites that sell them, may
not stock them forever.
