Chinese/Japanese/Korean on upper ("blue colored") bar

Since a few days, without me downloading/changing ANYTHING, the UTMOST TOP
bar (no one at either Dell and Microsoft support lines could tell me the name
- it's the bar which says "Microsoft Internet Explorer"), suddenly changed
into Chinese/Japanese/Korean (sorry, I'm not familiar with any of these
languages...), and so far no one could help me get it back to latin letters!
(The language at the bottom task bar states "DE" for German, and EVERYTHING
ELSE is further in German). Thanks.

I, too am having similar problems except mine has to do with the search
frame. When I open it up it also contains chinese? characters. I have also
noticed the same problem on other computers here at work.
