Google Translate has Chinese to English in beta:
http://translate.google.com/translate_t

More options here: http://www.omniglot.com/links/translation.htm

You'll most likely to have to have a Chinese language pack on your system to
handle the fonts.

I was reading up about that, I don't understand.
if I want to read chinese in english, why would I want to display chinese
characters?
could you explain a bit more please?

IE and the translator program will have to deal with/handle and recognize
the Chinese fonts properly first before translating them into English.

More info:
http://www.alanwood.net/unicode/explorer.html
http://www.alanwood.net/unicode/fonts.html

This would be useful if you are just cutting/pasting text from web sites
into a translator. Google and the site below will do whole web pages at
once for you.

Another free online translator:
http://babelfish.altavista.com/ - the first and still looks like it does
better than Google's for Chinese.
