Have already checked add/remove software and removed any I
did not recognize.

Do a search of \winnt\system32 for files with the .cpl extension.
For each one you don't recognise, rename the extension - say to .cpx - and
re-open control panel. Do this one file at a time, opening & closing control
panel in between. This should enable you to find out where the thing's coming
from.
