If you buy a new PC from a major manufacturer you can choose which language
you want when you order it. Some manufacturers (HP for sure) will ship a
multi-localized version of XP that allows you to choose the language during
the initial out-of-box experience (OOBE).

Only by doing a new or separate install of the OS. XP can't switch between
languages.

No. If you desire an English version of Windows XP, you must get the
English version from the PC manufacturer.

No, not in WinXP. You can with Vista Ultimate, however.
