Chinese characters on English version of 2000 Server

Hi All,
I actually don't know where this issue should belong, but
it seems to be a setup problem.
I've installed a Windows 2000 server, english version.
Now, I must be able to correctly view files with chinese
characters in notepad.
Already adapted regional settings and installed the
necessary language pack for simplified chinese.
Chinese fonts have been added, but when looking at the
file with chinese characters in notepad, using a chinese
font, still no chinese characters.
Anyone got any idees, tips?
Any input will be greatly appriciated,
