In order to receive and display multibyte characters correctly, Outlook
must run in Unicode mode. Check out some articles here for more

Also, the sender *must* specify the correct Chinese encoding, otherwise
Outlook will not recognize the Chinese text. If the sender did not
specify the correct encoding, then the recipient must edit the message,
and update the encoding to GB2312 (Simplified), Big5 (Traditional), or
Unicode.
