chinese characters appear on buttons within certain programs

When I hit print preview in Paint or Wordpad the buttons at the top of the
print preview window are displayed in chinese or some similar appearing
language.

In addition, when I hit "open", "save", or "save as" under the file menu in
these programs, little white sqaures appear in the upper left portion of the
window instead of the words "open" or "save as".

How can I correct this problem?
