For the power button, nope...... but, for the drive;

StartLock Lite (for Windows 9x only)
http://www.moochers.com/index.html?w95lock.html

Check around on other freeware site's for more..... or for XP compatable
one's.

Check your bios - there may be an option there to at least modify the
behaviour of the main power button. I've got mine set to 'soft off' (
I think ), which requires I press and hold if for four seconds before
the machine powers down.

you'll pour scorn on my solution, but what i did was tell them that if they
played with the buttons then they wouldn't be using the computer. worked
perfectly.

I've got mine set to "Sleep" instead of "Power off" in the Control Panel.
At least that way I won't lose my data if the power button is pressed.

Power button behavior is defined in Control Panel>Power Options in Win9x.

BTW, you have to hold it in for 5 seconds before the action happens.
Designed with kids in mind?

Not on all systems -- I can power off with a single press or with the
5-second delay that you mentioned.
