Is there an easy way to crop a picture to 48x48 to make a userID photo
such as chess.bmp? I would prefer just using the tools that came
with XP, as I don't want to spend money or effort getting one picture.

Paint?

Start button --> RUN

%SystemRoot%\System32\mspaint.exe

OK.

Paint will change an image size. It should both crop and resize images.

XP has a PowerToy called Image Resizer that you can download for free
from Microsoft.com. I have not used it, but it seems like what you're
looking for. Here is the link:

Irfanview, a free image viewer and manipulator, can do this kind of
thing quite easily. www.irfanview.com
