Checking to see if .NET FrameWork is installed

This may be a stupid question.

But is there anyway in C# app to detect if FrameWork is installed and if not
provide a message to the user?

Right now it just crashes. No error that describes why.

I am guessing it isn't possible.

It's not. You're C# program needs the framework even just to display the
error.
