Check spelling as you type check box not sticking

When I check the box for "check spelling as you type" and then close out
word, the next time I open up word the box is unchecked again for the
spelling. I have tried deleting the data key in the registry and the
normal.dot template and none of it worked. I am using Word 2003 SP3.
