check-in option unavailable

I have enabled document check-in and check-out on my web server. I can check
out a file, but check-in is NOT an option when I right click the file name
(not even grayed-out). I can publish the file, but it always remains locked
with padlock symbol. Also, I though it would have a red check mark when I
checked it out, not a padlock. I DO have server extensions installed on
server. Local website is on my workstation.
